Viktor Baumeler, Dr. iur., was Chief of Staff of the government and parliament of Canton Lucerne from 1988 to 2008. Previous posts included Chief of Staff of the City of Zurich Social Services Department (1979 to 1984) and Chief of Staff of the Canton Lucerne Education Department (1984 to 1988).
