Luigi Pedrazzini graduated in law from the University of Zurich in 1977. He was licensed as a lawyer in 1992. Between 1977 and 1983 he was Editor-in-Chief of the Ticino daily newspaper "Popolo e Libertà". In 1983 he moved to Società Elettrica Sopracenerina SA in Locarno, and was appointed its Chairman in 1986. In 1999, Luigi Pedrazzini was elected to the Cantonal Council of Canton Tessin, where he served as the Head of the Department of Justice, Security and Internal Affairs until 2011. He also chaired the Conference of Cantonal Governments between 2001 and 2005.
